Phil directs the discussion to the unfinished business of the UN decision to recognize the right of self-determination of the Kashmiri people - the promised referendum on their political future. India, Bangash points out, boasts that it is the world's largest democracy. But it refused for 72 years to provide the most basic democratic right to Kashmiris to vote in a "free and impartial plebiscite."
