A Canadian court recently concluded that a Rwandan national, Mr. Seyoboka, who has been accused by the Rwandan government of crimes in the bloody events of 1994, can be removed from Canada to face charges. But David Jacobs, who handled several cases at the International Tribunal for Rwanda, argues that there is ample evidence from multiple sources that the Kagame government in Kigali has no respect for international norms of justice and has a reputation for ruthlessly dealing with all opposition, internal and external. Mr. Seyoboka’s life would be in danger and he would certainly not receive a fair trial.
