The historical demand for community control of the police dates to Reconstruction, the brief period following the Civil War, when Black communities flourished, democratically participating in government and control of the policing of their communities. They were betrayed by President Jackson when he removed Federal Troops and enabled white racist power to reassert itself through terror and Jim Crow laws.
SOUL is an independent grassroots, multissue, power organization that addresses community issues on Chicagoâs South Side and South Suburbs.
