The so-called International Criminal Tribunal for Rwanda was designed along the lines of the old colonial order and reflected the methods of the penal systems of the empires. For example the headquarters of the Tribunal is the Hague, but the African(Rwandan) prisoners were to be tried in Africa for "social and cultural reasons" said the court.
And when they were convicted or acquitted they remained in Africa, scattered about to suit the informal colonial system of old. Some are in Mali where their resident status is not being renewed; eight were recently sent to Niger but now face expulsion. For the European masters of this system it is "out of sight, out of mind." It is time for a loud resistance to this injustice.
